GSU Joins BANYUHAY 2026 National Public Service Summit

Guimaras State University (GSU), represented by Vice President for Academic Affairs (VPAA) Dr. Ervin L. Isogon, participated in BANYUHAY: National Public Service Summit 2026, held on October 22–23 at The Manila Hotel, Manila, where government officials, policymakers, and human resource leaders convened to discuss the strategic transformation of the Philippine civil service for 2026–2030.

Led by Civil Service Commission (CSC) Chairperson Atty. Marilyn B. Yap, the two-day summit carried the theme, “Reimagining Public Service: Strategic Transformation of the Philippine Civil Service.” Dr. Isogon joined fellow public sector leaders in deliberations on institutional modernization, ethical governance, human resource management, and improvements in public service delivery.

Around 20 selected government leaders from Western Visayas also participated in the national gathering, bringing regional perspectives into discussions on the future direction of public administration.

The term BANYUHAY, meaning “pagbibigay ng bagong anyo,” encapsulated the summit’s emphasis on reshaping government institutions to meet evolving public needs. Its discussions centered on four priority areas: strengthening Filipino identity and values in government service; advancing merit and fitness in public sector appointments and career development; improving institutional and legal frameworks; and promoting technology-driven transformation.

Through exchanges among policy experts, government executives, and public service practitioners, the summit examined the role of ethical leadership, responsive human resource systems, and administrative innovation in improving government performance. These discussions placed institutional accountability and efficient service delivery at the center of the civil service reform agenda.

The gathering was anchored on the principles of Pamana, Pamumuno, at Paglilingkod and the CSC’s guiding values of Puso, Dangal, at Galing para sa Bayan. These principles frame public service as a responsibility grounded in integrity, competence, and a commitment to the public interest.
