On October 13, 2026, Guimaras State University (GSU) convened administrative officials and members of the Gender and Development Focal Point System (GFPS) at the Agri-Eco Convention Hall to finalize the University’s Gender and Development (GAD) Agenda and Strategic Plan and review the policies governing their implementation.
The morning session opened with preliminary activities, followed by a welcome address from University President Dr. Lilian Diana B. Parreño, represented by OIC Dr. Jonathan G. Gabion. The message set the institutional context for aligning GAD priorities with the University’s administrative and academic responsibilities.
Administrative Officer V and GFPS Secretariat member Ijieline F. Gallo presented the statement of purpose, outlining the activity’s objectives and the need to reconcile the University’s GAD plans with national gender and development mandates.
The proceedings then moved to the presentation and final review of the draft GAD Agenda and Strategic Plan, led by GAD Director Mrs. Frennie D. Zarate. The review focused on consolidating the University’s gender-related priorities into a planning framework that can guide programs, institutional interventions, and implementation across its campuses.
In the afternoon, Attorney IV Atty. Vail Michael P. Nagaynay presented updates on GAD policies applicable to the University, discussing legal compliance, institutional mechanisms, and the enforcement of relevant provisions. The session placed the planning exercise within its governing legal framework, stressing the need for administrative measures that translate policy commitments into established procedures and institutional practice.
Vice President for Academic Affairs Dr. Ervin L. Isogon delivered the closing message, emphasizing the importance of clear policy frameworks in sustaining an inclusive learning and working environment throughout GSU. Such frameworks, he noted, provide institutional direction for addressing gender-related concerns and embedding gender responsiveness in university operations.
The activity brought together planning and policy review in a single working session, giving GSU officials and GFPS members an opportunity to refine the University’s GAD priorities while examining the rules and mechanisms that will govern their implementation. The finalized agenda and strategic plan are intended to serve as institutional references for advancing gender-responsive governance and campus environments.
