Advisory: GSU Adopts Compressed Workweek, Energy Protocols Under National Circular

Guimaras State University (GSU) has begun implementing a set of internal guidelines aimed at reducing electricity and fuel consumption across its campuses, following the issuance of Memorandum Circular No. 114, s. 2026 from the Office of the President of the Philippines.

The circular directs government agencies and state universities and colleges to scale down their energy use amid escalating fuel prices and instability in global energy markets linked to ongoing tensions in the Middle East. The national policy seeks to temper operational costs while encouraging public institutions to adopt more energy-conscious practices.

In line with the directive, the university released an advisory outlining operational adjustments intended to achieve a reduction of approximately 10 to 20 percent in electricity and fuel consumption.

Among the measures is the adoption of a four-day onsite workweek for offices. Under this arrangement, employees will work longer daily hours—from 7:00 AM to 6:00 PM (Monday to Thursday)—to maintain the required 40-hour workweek. Furthermore, classes and other administrative tasks scheduled for Fridays, Saturdays, and Sundays have shifted to online/virtual modalities.

The advisory also prescribes strict temperature regulation for air-conditioning units, requiring thermostats to be maintained at 24°C. Operating hours for cooling systems are limited to between 8:00 a.m. and 4:00 p.m.

Another provision introduces a mandatory power-saving protocol for office equipment. Computers, printers, and other electronic devices must be set to “sleep mode” during idle periods, while non-essential lighting is to be switched off during lunch breaks and after office hours.

Despite the operational adjustments, the University assures that academic delivery will proceed as planned. Class schedules and academic requirements will remain intact to ensure that the university calendar is maintained without disruption.

The conservation protocols will remain in force until further notice or until the national directive issued by the Office of the President is rescinded. The measures are part of a broader institutional response to promote responsible energy use while maintaining essential services within the campus.

Advisory: Adjusted Work and Class Arrangements

GSU Interim Operational Arrangements Notice

The Guimaras State University informs all students, faculty, staff, and stakeholders that, pursuant to Office of the President Memorandum Circular No. 114, Series of 2026, dated March 06, 2026, the University will implement the following interim operational arrangements across all campuses effective March 9, 2026:

  • All University office personnel shall report on-site from Monday to Thursday only. Work in the Administrative Division shall commence at 7:30 AM and end at 6:30 PM.
  • Administrative personnel who are also engaged in part-time teaching shall be entitled to a 15-minute time off only, and their scheduled classes shall likewise be conducted through online modality.
  • Classes from Monday to Thursday shall proceed as regular classes following the approved class schedule.
  • Classes scheduled on Fridays and Saturdays shall be conducted online through appropriate virtual modalities until further notice.
  • Security personnel shall continue to perform their duties in accordance with their prescribed and approved work schedules.

Further details and internal implementation guidelines will be issued through an official University Memorandum on Monday, following the administrative meeting where the appropriate modalities and institutional policies of the University will be finalized.

All concerned are advised to be guided accordingly.

Palayag Cheerdance Competition 2020: Guidelines, Criteria and Awards

  1. Each college or campus can only field one (1) team with all males, all females or mixed members
  2. The team must be composed a maximum of sixty (60) participants which includes dancers, cheerers, lifters, fliers, spotters, props personnel and musicians.
  3. All participants must be a bonafide student of Guimaras State College (Second Semester, A.Y. 2019-2020) representing their respective college or campus.
  4. The costume can be of any design and materials provided it is appropriate to the concept of the team. They can wear any kind of footwear or can be also barefooted as they wish.
  5. The choreography may be accomplished by tape-recorded music or live drums or band accompaniment. Tape-recorded music in an MP3 format (Saed in a flash drive) must be submitted to Instr. Khristian T. de la Rama 3 days prior to the competition. Each team must assign its own music director to facilitate the playing of the music. The music director is responsible for checking the entire music 30 minutes prior to the contest proper.
  6. A part of the Municipal Hymn (Salida Buenavista) must be integrated into the cheers. Likewise, the theme for this year’s Palayag Festival (Resilient Buenavistahanons: One Voice. One Hope. One Palayag) must also be included in the cheers.
  7. All competing teams are required to undergo the closed-door screening on 10 January 2020. The screening team is composed of Instr. Khristian T. de la Rama, as the over-all facilitator; Prof. Maribeth E. Sumalde as the Cultural Coordinator; and Mrs. Elma Zaldivar as the Committee Chair.
  8. The whole presentation must be in a maximum of ten (10) minutes, including entrance, exit, participant’s set-up, dismantling of props. The time will commence as soon as the red flag will be raised and the yellow flag will be raised to mean “end” of the performance including the exit (until the last performer leaves the dance area).
  9. The committee will be checking the CMO No. 63, s. 201 three (3) days prior to the competition date. There will be an ocular inspection one (1) hour prior to the start of the program.
  10. Two (2) points will be deducted from each judge for every one (1) minute overtime. Any violation of the aforementioned rules/ guidelines, a group will be deducted with two (2) points from each judge. Penalties will be deducted from the total average of the group from every judge.

Dr. Parreño: Elected as the New PASCHR President

Dr. Lilian Diana B. Parreño – Vice President for Research and Extension was elected as the 2nd PASCHR President last July 5, 2019 held at Divine Word College of San Jose, Occidental Mondoro after she took over Dr. Esmeralda Sanchez, the outgoing president. The oath-taking ceremony of officers was led by Dr. Amarjiva Locha-President SSEASR. The newly elected officers will have three years as their term of office. PASCHR is officially recognized as the National Association of the International Association for History of Religions (IAHR) under the auspices of UNESCO.

7 FACULTY RESEARCHERS ATTENDED THE 5TH PASCHR CONFERENCE

The Philippine Association for the Study of Culture, History and Religion, Inc. (PASCHR) held its 5th PASCHR Conference last July 4-6, 2019   at  San. Jose, Occidental Mindoro hosted by Divine Word College of San Jose and co hosted by Occidental Mindoro State College, International Association for History of Religion, South , Southeast Asian Association for the Study of Culture and Religion and Bureau on Cultural Heritage in which 7 GSC faculty researchers attended the said activity.

          The conference aims to revisit diverse cultures through history and religion, acknowledge and respect different cultures, and provide a platform for research on culture, history and religion.

The conference includes the opening program, plenary speech, parallel session, cultural night and cultural tour.  Dr. Lilian Diana B. Parreno, Prof. Ethel P. Junco, Dr. Julieta G. Infante, Dr. Jocel C. Caber, Dr. Efren S. Telleremo, Instr. Jo Ann T. Gerada and Instr. Rodrigo G. Paglomutan were among the presenters.

GSC WV-FIC Team attended the Training on Food Research Management and Operations

The Guimaras State College – Western Visayas Food Innovation Center,  team headed by Dr. Rogelio T. Artajo (GSC President/FIC – Project Leader) and members Dr. Methusela C. Perrocha (FIC – Center Manager), Instr. Adrian C. Alumbro and Instr. Jessierey Heart C. Gabo (FIC – Food Technologists), Engr. Frenz Rian G. Gal (FIC – Packaging Engineer), Mr. Leo G. Sorongon (FIC – Laboratory Aide), Prof. Antinieta S. Espin (GSC Mosqueda Campus Science Laboratory Coordinator), and Ms. Sheila Mae V. Artajo (Assistant Manager GSC-Agri Eco) attended the “Training on Food Research Management and Operations” last July 2-3, 2019 at Visayas State University, Baybay City, Leyte.  The said activity was funded in partnership with Department of Science and Technology’s (DOST’s) project entitled “Intensifying the Research and Development Activities and Other Services of the Food Innovation Center” which started early this June 2019. The training aims to strengthen the Research and Development activities of the center and enhance the competent technical personnel in order to conduct food product development and provide technical services intended to clients and stakeholders.

Faculty Selection Board Interviews Contract of Service Faculty Applicant

As part of the preparation of the College for the upcoming opening of classes on August 5, 2019, the College conducted a keen and stiff deliberation of Contract of Service Faculty applicant through the Faculty Selection Board (Composed of College Deans, Vice President for Academic Affairs and Human Resource Management Officer) in which, Interview is conducted today, July 5, 2019.

The College received applicants various industries such as business process outsourcing companies, tutorial centers, former Overseas Filipino Workers and Private Practitioners but where motivated to pursue their passion to practice their teaching profession.

After the interview, FSB through the Human Resource Management Office will publish the shortlist of Qualified Contract of Service Faculty Applicants for Teaching Demonstration.

GSC joins ViScience 2019: Visayas Science Festival

The University of the Philippines Visayas in collaboration with the Department of Science and Technology  hosted the Aghambayan Visayas entitled, “ ViScience 2019: Visayas Science Festival. This one-day activity highlighted all the accomplishments of technology generators from the different State Univerties and Colleges around Visayas Region supported by DOST. Being one of those DOST-supported SUCs, Guimaras State College was requested to join and showcase its research outputs, brochures and signages which was displayed in a 2m x 2m booth. This was held at the Iloilo Convention Center, Megaworld Blvd., Mandurriao, Iloilo City last June 17, 2019.

          In line with the preparation for the Exhibit, Guimaras State College participants  went to the venue a day before the activity to assemble the booth and to arrange the research outputs particularly those that were generated and produced from the Food Innovation Center, Industrial and Technology Research and Development Center, and from the College of Agricultural Sciences. Few weeks before the scheduled activity, DOST requested the Guimaras State College and other State Universities and Colleges to send their technologies via email as their entry to poster presentation. GSC have sent a total of seven technologies namely: Green Charcoal (College of Agricultural Sciences); Blue-C (Dr. Lilian Diana Parreno); Vacuum Fried Sweet Potato Sticks and Chips ( Food Innovation Center- Mosqueda Campus); and DEEly Products – Batuan, Bignay, Camias and Cranberry Products ( Prof. Ethel P. Junco, Prof. Eric P. Catalan and Ms. Daverose Gallego). All of these GSC technologies were qualified for poster presentation and were featured as Visayas Technologies during the Exhibit.

          On the day of the activity, participants were warmly and sincerely welcomed by Dr. Ricardo P. Babaran, Chancellor of UP Visayas and Dr. Fortunato T. De La Peña, DOST Secretary as they gave their messages. Dr. Rolly G. Fuentes, Vice Chancellor for Research and Extension, UP Visayas gave the Overview of the activity, and was  followed by an Audio Visual Presentation of the featured Technologies of Visayas. Right after the presentation, all of the participants and guest speakers proceed to the most awaited part which was the Opening of the Exhibits. Everyone felt amazed as they  take a look at the different booth displaying their own-developed technologies and  research outputs. Some State Universities and Colleges, including the Guimaras State College offered free-tasting  to the participants especially those who were curious of the  products that were new and unique to their eyesight.  While  some participants went back to the conference hall to continue the discussion, others were left to watch the booth.  The discussion continued with some topics for the the Industry and Private Sectors and the Government Agencies and Academic Institutions. The discussion ended up with a MOA signing for Technology Transfer and with the closing remarks delivered by Dr. Rowena Cristina Guevarra, Undersecretary for Research and Development, DOST.

GSC undergoes Bureau of Immigration School Accreditation

Guimaras State College is one of the Members of the South East Asian Ministers of Education Organization (SEAMEO) – an intergovernmental organization established 1965 assisting the HEIs for student mobility.

Hyping for the Internationalization, Guimaras State College submitted itself to the Bureau of Immigration School Accreditation as part of the preparation of the College to accept Exchange Students.

In the said accreditation, Immigration Personnel of Regional Office VI conducted evaluation of documents in compliance for the accreditation followed by the ocular inspection to the facilities of the college.

The College aims to engage in Student Mobility not later than October this Year

GSC tops the CHED R6- HEIs Exhibit Competition

Last April 22-26, 2019, Guimaras State College joined the Higher Education Institutions Exhibit at Robinsons Place Pavia organized by the Commission on Higher Education as part of their 25th Founding Anniversary Celebration. In the said event, Guimaras State College showcased its Accomplishments for the past 25 years in which among 17 participating HEIs across the region, GSC tops the Exhibit Competition as First Placer. The institution was also awarded as Second Place of the People’s Choice Award.
