On September 24, 2026, Guimaras State University (GSU) convened department and unit heads for a consultation, review, and updating session for the second edition of the GSU Citizen’s Charter at the Agri-Eco Convention Hall, with the activity focused on refining service procedures and keeping the University’s frontline transactions aligned with prevailing public service standards.

The activity opened with registration facilitated by the GSU Committee on Anti-Red Tape (CART) Secretariat, followed by welcome remarks from GSU CART Chairperson Dr. Jonathan G. Gabion. GSU CART Vice-Chairperson Mr. Ken D. Pillora subsequently delivered the statement of purpose, outlining the need to revisit the charter’s service specifications and account for operational changes across university offices.

Legal Unit Attorney IV Atty. Vail Michael P. Nagaynay guided department leaders through a detailed review and validation of the services reflected in the charter, including documentary requirements, applicable fees, processing periods, procedures, and designated responsible offices.

Following the legal briefing, university office and unit heads presented their respective service specifications and identified provisions requiring revision or updating. The discussion provided an avenue to reconcile written procedures with actual office practice and to clarify the particulars that govern transactions between the University and its clients.

An open forum followed, allowing participants to raise operational concerns, clarify procedural matters, and discuss updates that may affect the charter’s provisions.

The session concluded with closing remarks from GSU CART Member Ms. Violeta C. Efondo, bringing the consultation and validation proceedings to a close.
