Guimaras State University (GSU) convened its 2026 Midterm Performance Assessment on July 20–21, 2026, at the Agri-Eco Convention Hall, Salvador Campus, bringing together University officials and key functionaries for a two-day exercise in institutional diagnostics, strategic discernment, and organizational recalibration.
The proceedings commenced with an opening program where University President Dr. Lilian Diana B. Parreño emphasized the importance of cultivating a governance culture anchored in evidence, reflexivity, and institutional coherence. Planning Officer III Arch. Shyra V. Maximo subsequently articulated the rationale of the assessment, framing the activity as a fulcrum for examining organizational performance and recalibrating institutional imperatives.
The first day was devoted to a methodical exegesis of the University’s midyear accomplishments. Led by the Planning Unit, the sessions synthesized performance narratives from the various divisions, interrogating implementation trajectories, operational inflection points, and areas requiring strategic intervention. Deliberations culminated in the formulation of a catch-up plan intended to restore programmatic cadence, mitigate implementation asymmetries, and optimize institutional deliverables for the remainder of the fiscal year.
Attention shifted on the second day from operational retrospection to strategic foresight. Discussions revisited the University’s Strategic Development Plan, situating present initiatives within a broader developmental cartography and reaffirming institutional priorities amid an evolving higher education milieu. The Quality Assurance Office then facilitated the review of the University’s Vision, Mission, Goals, and Objectives (VMGO), undertaking a careful recalibration to ensure greater congruence with quality assurance frameworks, national policy directions, and the University’s expanding institutional remit.
The assessment concluded with the “President’s Time,” during which Dr. Parreño articulated strategic imperatives for the succeeding implementation period, followed by the closing message of Arch. Maximo.
Far removed from a routine administrative exercise, the Midterm Performance Assessment functioned as an institutional colloquy where evidence, policy, and organizational reflection converged. It exhibited the University’s commitment to strategic intentionality, adaptive stewardship, and the disciplined refinement of its organizational architecture in pursuit of a more agile, responsive, and future-oriented institution.
