Competency *Preferably a degree holder on engineering, urban planning or development management
*Skilled in preparing of engineering works
*Expert in interpreting plans and program of work
*Capable of making documentary requirements per RA 9184
*Expert in computer software related to engineering
*Can prepare / review Business Cases/Pre-Feasibility Studies and/or Feasibility Studies, and Project Evaluation Form/other project related documents for approval
*Can prepare Tender Documents
*With knowledge on bidding process
