A delegation from Guimaras State University (GSU) arrived at Capiz State University (CAPSU) for a focused benchmarking engagement on June 19, 2025. The visit, held at the Central Administration Building of CAPSU’s Roxas City Main Campus, gathered officials from both institutions for a day of structured learning and inter-university dialogue.
With benchmarking identified as a strategic component of its institutional development, GSU’s delegation, led by University President Dr. Lilian Diana B. Parreño, sought insight into specific operational areas: infrastructure development, program accreditation, graduate program viability, and the systems behind CAPSU’s Agri-Aqua Technology Business Incubator (ATBI).


Meanwhile, CAPSU, headed by University President Dr. Efren L. Linan, welcomed GSU with a briefing. He noted that inter-institutional visits such as this provide opportunities not only for the exchange of practices, but also for laying the groundwork for possible collaborations. He also emphasized that academic institutions often face parallel challenges, and it is through conversations like these that solutions are clarified.


Subject-specific presentations followed. Planning Officer IV Mark Glenn F. Villamor outlined CAPSU’s infrastructure development strategies. Dr. Rossandrew B. Villaruel, Director of Quality Assurance, presented the university’s accreditation workflow. Dr. Fe Mae L. Laborte gave a review of current processes for evaluating graduate program viability. Prof. French A. Dampog, Director of Intellectual Property Management, detailed the operating structure of the ATBI.
Dr. Parreño acknowledged CAPSU’s readiness and the relevance of the information shared. She noted that benchmarking is not simply a compliance requirement, but a way to inform institutional planning through exposure to the operational experiences of other academic institutions. She viewed the visit as a useful reference point for future decision-making processes at GSU.


In concluding remarks, Dr. Campos conveyed support for future engagement. She also stated that CAPSU is open to sustained collaboration, provided there is mutual benefit and clearly defined scope.
The visit concluded with an on-site inspection of the ATBI Center at CAPSU Dayao Satellite College, where the delegation was able to observe the incubator’s facilities, ongoing technology transfer activities, and project support mechanisms.
