GSU Holds HMO Orientation as Medical Allowance Takes Effect

On June 13, 2025, Guimaras State University (GSU) convened a Health Maintenance Organization (HMO) Orientation Program at the Agri-Eco Convention Hall, attended by representatives from accredited HMO providers and university personnel.

The orientation featured presentations from Insular Life, IMS Wellth Care, Inc., Borough LASIK Center, Maxicare, and Kaiser International Health Group, each detailing their accredited provider networks and covered services. HMOs in the Philippines function as prepaid healthcare platforms, offering fixed-premium access to primary consultations, diagnostics, hospital care, and emergency services; provided treatment is received within network facilities.

In her message, University President Dr. Lilian Diana B. Parreño pointed out that the university secured approval for the annual medical allowance to cover all permanent, casual, and contractual staff, effective FY 2025.

The medical allowance, a ₱7,000-per-year subsidy, is provided pursuant to Executive Order No. 64, series of 2024, and implemented by DBM Circular No. 2024-6. The allowance may be used for HMO enrollment or reimbursement of expenses not covered by PhilHealth, such as diagnostics, emergencies, hospitalization, or medication, especially in areas with limited HMO branches.

Participants asked for clarification on eligibility, noting that the allowance extends to all civilian personnel: permanent, casual, or contractual, who have served at least six months in FY 2025. Individuals without access to accredited HMO providers, or those whose HMO applications were denied, may apply for cash reimbursement.

Furthermore, they outlined steps for HMO enrollment and claim reporting, and participants acknowledged the importance of continuous network updates and support during medical emergencies.
