
Guimaras State University (GSU) conducted its Information, Education, and Communication (IEC) Campaign on April 21, 2025, at the Agri-Eco Convention Hall, Salvador Campus, as part of its preparatory requirements for the Environmental Compliance Certificate (ECC) application. The ECC is a critical environmental policy instrument mandated under Presidential Decree 1586, requiring development undertakings to assess their potential impact on the environment and ensure sustainable implementation.
The session opened with a discussion by Engr. Messadick Vincent Niel S. Fuerte, who contextualized the IEC process within the framework of PD 1586. He featured the significance of proactive public participation and the Environmental Impact Assessment (EIA) system in institutional development.


Arch. Shyra V. Maximo followed with a presentation on GSU’s existing infrastructure and proposed development plans. Her overview addressed land use planning, sustainability considerations, and spatial development in alignment with the university’s future growth trajectory.
GSU President Dr. Lilian Diana B. Parreño addressed attendees by outlining the university’s expanding academic programs and capital projects. She expressed gratitude to the local government units for their consistent support, citing their role as essential stakeholders in the university’s advancement and environmental compliance efforts.

Vice President for Academic Affairs Dr. Erly M. Martir, faculty members, administrative staff, and representatives from various local government offices were also present at the event.
The campaign concluded with an open forum, enabling stakeholders to pose questions and raise concerns regarding the university’s proposed developments. Survey forms were also distributed to gather feedback—an integral part of the participatory process required under ECC guidelines.
