Guimaras State University (GSU) started its ISO 9001:2015 First Surveillance Audit on April 14, 2025, initiating a three-day evaluation across its campuses. The audit began with assessments at the Baterna and Mosqueda campuses and will continue at the Salvador Campus in the following days. This surveillance audit serves as a procedural checkpoint to validate the institution’s adherence to international quality management standards.

Held at the Agri-Eco Convention Hall, the opening engagement brought together university officials, internal auditors, and representatives from the accrediting body. Lead Auditor Grace Reyes, joined by Support Auditor Mark Allan Balbarino, briefed the attendees on the operational framework of the audit, reiterating the necessity for procedural transparency and functional alignment across departments.

Ms. Reyes outlined the triad of audit techniques—People, Paper, and Practice. This methodology integrates direct interviews with process owners (People), the randomized examination of documented evidence (Paper), and the live observation of operational workflows (Practice). These components work in tandem to ascertain whether institutional mechanisms are not only in place but are functioning with consistency and intent.

Also present was Dr. Kert D. Pillora, Officer-in-Charge appointed by University President Dr. Lilian Diana B. Parreño during her official travel. In his remarks, Dr. Pillora framed the audit not merely as a compliance measure, but as an institutional imperative to maintain disciplined quality governance and procedural integrity. He emphasized that consistent audit engagement provides the university with diagnostic insights that inform corrective and preventive strategies.

The ISO 9001:2015 surveillance audit functions as an external verification mechanism to determine whether the university’s Quality Management System (QMS) remains effective, risk-aware, and improvement-oriented. Rather than serving as a static certification review, the process allows auditors to assess responsiveness to feedback, process recalibration, and documentation fidelity.
