CSC Acknowledges GSU as One of the Partners in the 125th PCSA Pasasalamat Program
Guimaras State University (GSU) was recognized as one of the valued partners during the Pasasalamat Program spearheaded by the Civil Service Commission (CSC) on October 1, 2025, at Sam’s 21 Hotel, Iloilo City. The university was represented by President Dr. Lilian Diana B. Parreño, along with Mrs. Ma. Rechel A. Pillora, Head of the Human Resource Management Office (HRMO), and Ms. Mary Elizabeth B. Parreño, Private Secretary.
The Pasasalamat Program formed part of the activities for the 125th Philippine Civil Service Anniversary (PCSA), celebrated every September in commemoration of the establishment of the Philippine Civil Service on September 19, 1900, through Public Law No. 5. This landmark legislation institutionalized the merit system and sought to ensure an efficient and honest bureaucracy in the Philippine Islands.
Aligned with Presidential Proclamation No. 1050 (s. 1997), which designates September as Civil Service Month, the program recognized agencies, partners, and individuals who have contributed significantly to the CSC’s mission and to the broader civil service community.
This year’s PCSA carried the theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan,” underscoring the role of civil servants as nation-builders whose integrity, professionalism, and dedication continue to advance the vision for a Bagong Pilipinas.
