
On April 4, 2025, the Office of Student Development and Services (OSDS) at Guimaras State University (GSU) organized a re-orientation session for all student-related activities, focusing on adherence to the Commission on Higher Education (CHED) Memorandum Order No. 63, Series of 2017 (CMO 63, s. 2017). The event was held at the Audio Visual Room, Graduate School, and aimed to ensure that university activities align with national policies governing off-campus engagements.
CMO 63, s. 2017 establishes the policies and guidelines for local off-campus activities conducted by Higher Education Institutions (HEIs) in the Philippines. These activities include educational tours, field studies, seminars, and community outreach programs. The memorandum emphasizes the importance of such activities in enhancing students’ educational experiences while ensuring their safety and welfare. It mandates that HEIs implement due diligence before, during, and after these activities to uphold the well-being of students and staff.


University President Dr. Lilian Diana B. Parreño addressed the attendees, accentuating the necessity of complying with CHED regulations. She emphasized that adherence to these guidelines not only ensures the safety and well-being of students during off-campus activities but also upholds the university’s commitment to providing quality education and instilling responsible citizenship. Dr. Parreño called for collective vigilance in implementing these standards across all student engagements.

OSDS Director Violeta C. Efondo presented the procedures for filing and documenting student activities to ensure compliance with CHED guidelines. She detailed the necessary documentation, approval processes, and safety protocols required for organizing off-campus events. Director Efondo emphasized the importance of planning and coordination to facilitate enriching experiences while mitigating potential risks associated with such activities.
The session was attended by Vice President for Academic Affairs (VPAA) Dr. Erly M. Martir, along with deans, faculty, and staff.
